Location: Manila-based, or home-based with attendance at key Manila engagements Start date: October 2026 Contract: Individual consultancy, 6 months, up to c. 24 working days (part-time, roughly 4 days/month) Programme: GFI Offshore Wind Port Infrastructure Financing Programme About the Green Finance Institute (GFI): Established in 2019, the Green Finance Institute (GFI) is an independent advisor to governments and investors. It is at the forefront of shaping how finance can be used to facilitate a real economy transition, by designing, testing, and scaling financial solutions that enable capital to flow where it can deliver the greatest impact in the real economy. The GFI delivers positive outcomes for climate and nature by aligning policy, capital and pipeline development. As a commercially focused philanthropic organisation working with governments and partnering with financial institutions, corporates, NGOs, policymakers, academics and civil society experts, the GFI has mobilised over £80bn in committed capital to date. The GFI is headquartered in London and has a presence in eight countries including Belgium, Brazil, Denmark, Indonesia, the Philippines, Scotland, South Africa and Spain, and its missions work across the built environment, carbon dioxide removals, industrial decarbonisation, energy, transportation and nature. About the GFI Philippines Offshore Wind Programme The GFI is delivering a programme to support the Philippines to accelerate a just energy transition, with the support of the British Embassy Manila, under the UK's Foreign, Commonwealth and Development Office (FCDO). Offshore wind is central to the Philippine Energy Plan, but the enabling port infrastructure required to deliver it remains unbankable under current conditions. The Programme applies a proven UK offshore-wind port-financing methodology, adapted to Philippine fiscal reality, to design a long-term risk-sharing mechanism and to aggregate corridor-level developer demand into a bankable transaction. The Role The Green Finance Institute is seeking a senior financial and technical adviser to safeguard the integrity of that financial architecture: the port-financing model and the risk-sharing mechanism, and to help the Programme reach the right people at the development finance institutions (DFIs), developers and lenders whose participation the transaction depends on. This is a senior, part-time advisory role: you won't run day-to-day delivery, but your technical judgement and your relationships will materially shape whether this transaction reaches Final Investment Decision (FID). Scope of Services Design and recommend the financing structure and long-term risk-sharing mechanism: capital-stack logic, usage-linked repayment approach, risk-allocation matrix, for the Programme's modelling team to build. Quality-assure the resulting financial model, the demand-aggregation methodology and the anchor-rationale analysis before they go to the Programme and the funder. Peer-review all funder-facing outputs to investor-grade standard. Bankability pressure-test the structure against live DFI/lender appetite and flagging where terms must change. Flag risks to bankability or feasibility early, including anchor selection. Join up to one flagship technical engagement a month with counterparts such as Maharlika Investment Corporation (MIC), Asian Development Bank (ADB), UK Export Finance (UKEF) and the Department of Energy (DOE), where your credibility is material to the outcome. Provide strategic technical steer as the Programme approaches the anchor-confirmation decision gate. Leverage your relationships with DFIs, developers, banks and funds to help the Programme secure engagement at the right technical level, working through the Programme Lead throughout. Government and British Embassy engagement remain led by the Programme Lead. Act as technical backstop to the Associate Essential experience 15+ years in project/infrastructure finance, at expert level, ideally with direct offshore wind transaction experience. Strong command of blended and development finance: concessional tranching, guarantees, DFI/ multilateral development bank (MDB) logic, and fluency in debt service coverage ratio (DSCR), levelised cost of energy (LCOE) and weighted average cost of capital (WACC) mechanics, plus risk allocation. Credibility with counterparts at ADB, UKEF, MIC and DOE level. Investor-grade written English, comfortable in a donor/DFI register. Established, active technical-level relationships within DFIs, offshore-wind developers and infrastructure lenders, relationships that extend beyond the Programme's and the Embassy's existing network, so you can open doors the Programme can't open on its own. Foreign postgraduate qualification or professional credential (e.g. CFA) expected; tier-1 undergraduate degree as a minimum. Desirable experience Familiarity with the Philippine energy market and regulatory framework: the Electric Power Industry Reform Act (EPIRA), the Energy Regulatory Commission (ERC), power purchase agreements (PPAs) and the public-private partnership (PPP) framework. Prior FCDO / International Climate Finance or MDB-funded assignment experience. Consultancy Engagement Structure Independent consultancy engagement (as independent or via consulting company) Manila-based, or home-based with attendance at key Manila engagements Initial part-time contract term of approximately 6 months representing around 24 days in total Services to be provided on a consultancy basis under a services agreement. The consultant will determine the manner and method of delivering the services, while working collaboratively with GFI and key stakeholders to achieve agreed outcomes. Subject to availability of further funding there may be scope to help GFI extend its activities in the Philippines.
