About The Company Thirty Madison Ventures places skilled HVAC technicians with contractors across the country. Our recruiters compete for the same candidates every other firm is chasing on job boards — and we are building a way out of that. About The Role We are hiring a Data Acquisition & Enrichment Specialist to build TMV's proprietary technician database from the ground up. Every state maintains public records of licensed contractors and technicians. Almost nobody in our industry uses them, because getting that data out is tedious, the formats are inconsistent, and the records rarely include a phone number. That is exactly why it is valuable — and that is the job. This is a build role first and a maintenance role second. You will figure out how to legally and reliably acquire technician contact information from all 50 states, turn it into one clean structured database, enrich it into callable contact records, and hand our recruiting team lists they can dial the same day. Success here is measured in one number: how many verified, reachable technicians we have that our competitors do not. This is not a reporting or BI role. You will not be building dashboards or analyzing data that other teams collect. If your experience is turning data someone else gathered into charts and KPIs, this is not a fit — the hard part of this job happens before the data exists. This is also not a candidate-facing recruiting role. You will not conduct interviews or screening calls. Responsibilities Data Acquisition Research and document how technician and contractor licensing data can be obtained in each state — bulk download, API, open records request, or permitted extraction Submit and track public and open records requests, including fee negotiation, follow-up, and turnaround documentation Build and run extraction processes where a site's terms permit it, using tools such as Python, Apify, Outscraper, or equivalent Maintain a per-state source log covering access method, cost, refresh frequency, and available data fields Comfortable writing formal correspondence to agencies and following up persistently and professionally when a request stalls Database Build & Maintenance Design and maintain a single centralized technician database with consistent field structure across all state sources Clean, normalize, and standardize inconsistent records — name formats, addresses, license classes, expiration dates Entity resolution across inconsistent sources — fuzzy matching, composite match keys, and the judgment to route uncertain matches to human review rather than auto-merging Track license type, status, expiration, and issuing state so lists can be filtered by client requirement Establish and run a refresh cadence so records do not go stale Output validation — spot-checks samples, measures accuracy, and reports when a tool underperforms Contact Enrichment Run bulk enrichment to attach phone numbers and email addresses to license records using tools such as ContactOut, Lusha, SignalHire, Apollo, or RocketReach Build a waterfall process — if source one fails, try source two — and track hit rate by source to control cost per verified contact Validate phone numbers before handoff (line type, disconnect status) so recruiters are not burning dials on bad data Report cost per verified contact monthly and recommend tool changes when the economics shift Handoff & Reporting Produce filtered, call-ready lists on request for specific markets, license types, or client roles Deliver lists in the format the recruiting team works from, with clear notes on data recency and confidence Report weekly on database size, records added, enrichment hit rate, and coverage by state Flag geographic gaps where our client base is growing but our data coverage is thin Compliance Follow all source terms of use and records-request conditions; document permitted use for every dataset Ensure all contact records handed to recruiters are flagged for compliant outreach under TCPA and our A2P 10DLC registration — voice-first contact, verbal opt-in captured on recorded calls, SMS only to consented contacts Reads and understands site terms of use and records-request conditions before acting on them Qualifications Required 2+ years in list building, data mining, lead generation, web research, or data operations — roles where finding the data was your job, not analyzing data someone else collected Demonstrated experience acquiring data from sources that did not offer a simple download — records requests, bulk file negotiation, or permitted extraction Hands-on experience with web scraping or data extraction tooling (Python, Apify, Outscraper, Octoparse, or equivalent) and the judgment to know when scraping is not the right method Advanced spreadsheet skills — pivot tables, lookups, large-file handling, deduplication logic Experience with contact enrichment or data append tools at volume, not one record at a time Practical use of AI tools in your actual data work — writing or debugging scripts, cleaning inconsistent fields, drafting correspondence Strong data hygiene instincts: you notice when a dataset is dirty before anyone else does Excellent written English — you will be corresponding with government agencies on our behalf Highly self-directed; comfortable owning a build with limited supervision and reporting progress without being asked Ability to document your own process clearly enough that someone else could repeat it — per-state source logs, SOPs, and handoff notes are deliverables Preferred Experience building a database or list from scratch rather than maintaining an existing one Working knowledge of SQL or Airtable and structured database tools Familiarity with GoHighLevel (GHL) or a comparable CRM Prior work in recruiting, staffing, or skilled trades Understanding of TCPA, A2P 10DLC, or outbound contact compliance Experience with process automation (Zapier, Make, or scripting) AI Tooling Fluency ChatGPT, Claude — script writing, data cleaning, correspondence drafting Skip tracing experience (real estate, collections, or investigative research) — finding contact information for people who aren't trying to be found Pay range and compensation package $1,500–1,800/month for full-time, or equivalent milestone fees for contract work.
