Job Description Position Title : PROGRAM OFFICER Area of Assignment : SVF Region 12 Department : Programs Department Reports to : Cluster Head Type of Employment : Regular employment (subject to probationary period) Background The Solar Village Foundation (SVF) is a non-stock, non-profit organization that is focused on enhancing last mile education by providing appropriate, sustainable solar-powered solutions, facilitating environments and strategic alliances that enable rural marginalized communities to fully take advantage of educational opportunities. With strong mission focus on the geographically isolated and disadvantaged areas in Mindanao for the past ten (10\) years, SVF aims to expand to other geographic clusters in 2026 onwards, without leaving behind partners and communities that are still on their development journey, and who might continue to benefit from the SVF partnership pathways. The PROGRAM OFFICER is an integral part of the SVF Programs Department, working directly under the Cluster Head. The position will be based in the SVF Region 12 Operations Center, with leeway for some remote work to compensate for field-intensive months, depending on the project stage or cycle. Key Roles \& Responsibilities The Program Officer is primarily responsible for managing and implementing assigned projects in a timely and cost-effective manner, ensuring adherence to SVF core principles of Development with Dignity. Specific duties include: Project Planning and Reporting Assists the Cluster Head (CH) and/or the Operations Director (OD) in updating project workplans, finance schedules and key assignments in accordance with the approved project objectives, stages and budget. Assists the CH and/or OD in developing monthly and milestone project updates and reports. Partnership and Stakeholder Engagement Assists the CH and/or OD in strengthening project partnerships through timely and appropriate coordination, communications and information dissemination. Project Monitoring and Management Leads the monitoring of implementation activities and financial schedules. Alerts the CH and/or OD to any major concerns and issues arising during project implementation. Documentation and Compliance Leads the collection and processing of project documentation collection for database, knowledge management and communication purposes. Ensures that field and project activities adhere to SVF values of safeguarding and protection Cross-Department Collaboration Works with the Technical Team to ensure the timely and quality delivery of technology and technical aspects of assigned projects. Collaborates with the Programs Team and Technical Team on the planning, coordination and implementation of project activities (trainings, field activities, meetings). Works with the Technical Team to ensure necessary safety, security and risk management protocols are in place for each field and project activity. Collaborates with the Development \& Communications Department to ensure all communication and promotional materials related to the project adhere to SVF communications and branding policies, as well as donor requirements. Key Qualifications Education : A four-year degree in community development, education, social sciences or any other related course. Experience : At least two years related work experience, particularly in the development sector. Location : Based in, or willing to relocate to, Mindanao. Technical Skills : Proficient in Microsoft Office products, internet usage, and other information management platforms. Communication Skills : High level oral and written communication skills. Language Skills : Familiarity with Bisaya and Ilonggo an advantage; Physical Requirements : Physically and mentally fit for long treks and off-road travels.
